Abstract

A territorial foresight process was implemented with family farmers in the municipality of Paragominas, known for its "green municipality" success story, to allow them to become better involved in the local political arena. Foresight is defined as a method for collectively exploring the future through scenarios, aiming to anticipate desirable (or undesirable) evolutions. It is also a tool for dialogue, allowing actors in a territory to confront their visions, learn, share a common vision and be creative about future strategies. We present the principles of the methodology conducted at the municipal and community levels, the learning context within which it was inserted (which was fundamental to create legitimacy and trust) and the concrete results, including an action plan integrated in the municipal pluriannual plan. In particular, we emphasize the effect of this process on collective action and the change of attitude, elements that largely condition the empowerment of family agriculture. Thus, working with hypotheses that place farmers as determining actors in the scenarios has become one of the main goals of the foresight exercise.
