Abstract

This paper shows that the development of employment platforms in the home cleaning sector is taking place against a backdrop of gradual liberalisation of the sector, supported by tax policies and a pro-innovation discourse. The platforms enjoy a competitive advantage thanks to the use of auto-entrepreneur status and flexible regulation. In comparison, not-for-profit players based on the service provider model, which is more protective of job quality, are finding themselves in difficulty in the face of the plurality of new for-profit players. The platforms, by following in the footsteps of the french mandate-based employment agencies, are not simply responding to a need, but are structured players with political and financial support. Their model shifts the social risks onto the workers, who are often insecure and have little protection. Finally, they play an active role in redefining labour standards through lobbying.
