Abstract

Le Maroc, comme pays signataire des objectifs de développement durable produit des politiques publiques et projette la gouvernance de la ressource territoriale suite à sa spécificité sur le plan local, à travers la mise en œuvre d'une stratégie nationale de développement durable, et son opérationnalisation sur la base de plans d'actions (plan de développement régional, plan de développement intégrée, plan de développement provincial, et plan d'action communal). Le présent travail, est le résultat d'une étude exploratoire menée sur terrain, et retrace les modalités de développement pour chaque plan de développement produit par une collectivité, selon son cadrage administratif, découpage de l'espace territorial. Il s'agit de s'interroger sur l'homogénéité des visions politiques des acteurs, et des défis de l'attractivité territoriale de l'investissement tant matériel qu'immatériel.
