Abstract

L'Agenda National de Transformation est un programme qui vise à faire du Sénégal une nation souveraine, juste et prospère à l'horizon 2050. Pour ce faire, l'Etat sénégalais a besoin de mobiliser des ressources pour assurer la relance de son économie. D'ailleurs, environ 60% des recettes de l'Etat du Sénégal proviennent de la Direction Générale des Impôts et des Domaines (DGID). Une difficulté réside cependant sur la place essentielle de l'informel dans la gestion des affaires, sur l'importance des exonérations et des réductions d'impôt au Sénégal ; et par conséquent sur le nombre limité de contributeurs à l'impôt. Ce travail nous propose une réflexion sur l'élaboration d'un modèle inclusif de l'administration publique sénégalaise et applicable au contexte local qui permettrait aux populations de contribuer justement et volontairement au chantier de construction nationale.
