Abstract

Cette communication explore les relations inter-organisationnelles (RIO) et leur rôle dans la construction de politiques publiques environnementales. Ces relations, définies comme un processus évolutif entre organisations, visent à créer des liens sociaux, économiques, techniques et de service pour réduire les coûts ou augmenter la valeur mutuelle. Dans le cadre de l'économie circulaire, les collectivités locales jouent un rôle d'intermédiaire, facilitant la diffusion des savoirs auprès d'acteurs variés et soutenant les transitions vers l'économie servicielle. L'objet de la recherche est de comprendre comment les organisations publiques et privées peuvent construire une politique publique circulaire efficace. Un cadre d'analyse est construit pour étudier les dynamiques inter-organisationnelles en hybridant analyse multicritères et multi-acteurs et rentes relationnelles. Ce cadre est appliqué à une étude de cas unique à l'aide d'une méthodologie qualitative inductive lors d'une recherche intervention en observation non participante pour la feuille de route de l'Économie de la Fonctionnalité et de la Coopération (EFC) en région Nouvelle-Aquitaine, mettant en lumière les avantages et limites des collaborations inter-organisationnelles.
