L'appropriation d'un nouveau dispositif d'évaluation, quels effets transformatifs au sein de l'organisation publique ? Le cas de la réforme des modalités d'évaluation des enseignants dans les EPLEs

Abstract

Cette recherche interroge le rôle joué par les outils de gestion, et notamment leur appropriation, dans les dynamiques de transformation au sein d'une organisation publique. À partir d'une étude de cas approfondie menée dans l'Éducation nationale, nous analysons les effets transformatifs d'un nouveau dispositif d'évaluation des enseignants introduit par la réforme PPCR. En mobilisant un cadre théorique combinant les approches instrumentales, socio-matérielles et appropriatives, nous montrons que les instruments de gestion ne produisent pas mécaniquement les effets attendus. À travers l'analyse fine d'un outil central du dispositif – le document préparatoire au rendez-vous de carrière – nous mettons en évidence des usages multiples (instrumentaux, stratégiques, symboliques, parfois résistants), révélant des tensions entre les finalités institutionnelles et les logiques d'appropriation des acteurs du niveau local au sein des rectorats et des EPLEs. Nos résultats suggèrent que l'efficacité de ces dispositifs repose moins sur leur conception que sur leur réception située, leur sens perçu, et les conditions organisationnelles de leur mise en œuvre.
