Budgetary Optimization Strategies And Sustainable Growth In Mali: Analysis And Outlook
[Cette étude examine l'impact des stratégies budgétaires sur le développement économique et durable au Mali (1991-2023), un pays confronté à des défis financiers, sécuritaires et politiques. Elle adopte une approche méthodologique mixte, articulant l'analyse quantitative à travers le modèle ARDL (AutoRegressive Distributed Lag) pour explorer les relations à court et long terme entre dépenses publiques, gestion de la dette, et croissance économique, et une analyse qualitative basée sur un échantillon de 25 entretiens répartis entre chercheurs économistes, fonctionnaires de l'État, citoyens et partenaires techniques. Cette méthode mixte permet de dégager des insights profonds sur l'efficacité de la gestion des finances publiques au Mali. Les découvertes clés soulignent l'importance cruciale des investissements dans le capital humain, soulignent la nécessité d'une gestion prudente de la dette et mettent en avant le rôle des investissements stratégiques dans les infrastructures pour promouvoir la croissance économique. En outre, l'étude met en évidence la tension existante entre les dépenses courantes et les investissements à long terme, illustrant la complexité inhérente aux décisions budgétaires. Contribuant à la littérature sur la gestion budgétaire en contexte post-conflit, cette recherche fournit des recommandations pratiques pour les décideurs politiques, visant à équilibrer la croissance économique avec le développement socio-économique durable au Mali. Abstract

This study examines the impact of budgetary strategies on economic and sustainable development in Mali (1991-2023), a country facing financial, security, and political challenges. It adopts a mixed-methodological approach, articulating quantitative analysis through the ARDL (AutoRegressive Distributed Lag) model to explore short and long-term relationships between public spending, debt management, and economic growth, and qualitative analysis based on a sample of 25 interviews distributed among economic researchers, state officials, citizens, and technical partners. This mixed method allows for deep insights into the effectiveness of public finance management in Mali. Key findings highlight the critical importance of investments in human capital, underscore the need for prudent debt management, and emphasize the role of strategic investments in infrastructure to promote economic growth. Additionally, the study reveals the existing tension between current expenditures and long-term investments, illustrating the inherent complexity of budgetary decisions. Contributing to the literature on budgetary management in a post-conflict context, this research provides practical recommendations for policymakers, aiming to balance economic growth with sustainable socio-economic development in Mali.
