"Hayek's perspective on the problem of external benefit and "collective goods" has emerged as the most notable exception to the Mises/Rothbard analysis. His conclusions with this respect to external benefits and "collective goods" tend to be more consistent with neoclassical analysis than with the Mises/Rothbard approach, even though he explicitly rejects the welfare standards from which the orthodox conclusions are derived. His analysis of collective goods focuses primarily on the divergence between cots incurred and benefit received rather than on conflicts in property usage. He first asserts that "the effectiveness of the market order ... rests on the fact that in most instances the producers of particular goods and services will be able to determine who will benefit from them and who pay for their costs".
