Abstract

La bureaucratie est souvent analysée à travers le prisme weberien qui la présente comme une forme sophistiquée d'organisation. Elle est associée au professionnalisme du fonctionnaire et à une intervention libre de tout arbitraire et de préjugé. Le formalisme des règles de fonctionnement et une hiérarchie structurée et pyramidale seraient par ailleurs les garants de l'efficacité de l'organisation bureaucratique. Les travaux des politologues et des économistes ont démontré que la version weberienne n'allait pas de soi, mais ont surtout souligné l'existence d'autres approches moins conciliantes avec l'interventionnisme étatique.
