Plasticity of an ObservAct for Digital Transformation: A Metaphorical Approach Using Design Patterns

Abstract

Left-wing political groups submitted a motion to the Jura Parliament in Switzerland calling for the creation of an observatory on the "digital revolution". This political act led us to explore two key questions: 1) How can the concept of a digital observatory be defined, and what are the best generic practices for its implementation? 2) How can such an observatory demonstrate sufficient malleability to meet the needs of diverse, differing, and potentially conflicting stakeholders? Through an action research approach, we identified 21 existing digital observatories, conducted four focus groups, surveyed 162 citizens, and collected data from 16 companies. Our findings enabled us to define a typical profile of a digital observatory, along with best practices for its implementation and operation. Finally, we developed the metaphor of design patterns to operationalize the plasticity of a malleable digital ObservAct.
