Abstract

Il est rare qu'un concept se maintienne et interpelle avec succès la société et l'ensemble des disciplines humaines et sociales deux siècles durant. La bureaucratie fait partie de ce cercle restreint. Présente en philosophie, psychologie, sociologie et sciences de gestion, elle continue d'envahir le discours public et les représentations collectives. Sa présence en littérature est totémique : elle y éclaire les rapports extrêmes de l'individu et de la société dans des registres comiques (Courteline, Messieurs les ronds-de-cuir, 1893) ou dramatique (Kafka, Le Château, 1938). Cette omniprésence indique des appropriations multiples et une attention toujours soutenue, mais signale paradoxalement la difficulté de définir cette notion. La bureaucratie est-elle une forme d'organisation, une culture aliénante de la règle, un idéal de rationalité, un système de gouvernance de l'action publique, ou un amour démesuré des papiers et des formalités ? Incarne-t-elle une réalité empirique ou l'idéal qui mesure l'impéritie de nos actions collectives ?
