Abstract

Un précédent recueil de brèves avait accompagné les travaux du Panel de haut niveau mandaté par les Nations unies pour élaborer un indice de vulnérabilité multidimensionnelle. Cet indice, désormais adopté par l'Assemblée générale des Nations unies, suscite aujourd'hui un intérêt renouvelé. Il est plus que jamais nécessaire de s'interroger sur sa portée, sa capacité d'évolution et ses usages potentiels dans le domaine du financement du développement. Les brèves réunies dans le présent recueil explorent ce que peut apporter un indice multidimensionnel et structurel de vulnérabilité, à la fois pour la définition éventuelle de catégories de pays et surtout pour une allocation efficace et équitable des financements concessionnels multilatéraux. Elles visent également à éclairer les bases d'une nouvelle « sélectivité » des bailleurs de fonds, fondée sur des critères transparents et rationnels. Dans un contexte où les menaces pesant sur les volumes de financement se multiplient, la question de leur allocation devient cruciale.
