Abstract

Le règlement de l'UE relatif aux chaînes d'approvisionnement « zéro déforestation » renforce les obligations des entreprises en matière de reporting extra-financier et rend obligatoire la mise en place de mesures préventives et correctrices. Le texte participe donc de l'émergence de méthodes de contrôle qui témoignent du développement, au travers du Pacte vert européen, d'un management public transnational. L'objet de cette chronique est de présenter les principaux éléments de ce système de contrôle et de préciser les difficultés de mise en oeuvre posées dans ce cadre. Les principales difficultés sont de nature économique (risque de réorientation des flux vers d'autres zones, concentrations) et sont liées à la fraude locale. La collaboration avec les autorités locales et la complémentarité avec les systèmes de certification préexistants est importante pour permettre l'efficacité du contrôle.
