Taille et distance, déterminants profonds de la souveraineté des petites économies insulaires et côtières

Abstract

Nous explorons les déterminants du niveau actuel de souveraineté formelle d'un ensemble de 104 petites économies insulaires et côtières (PEI) en utilisant une large base de données et des tests économétriques. Nous trouvons que plus la taille de la population de la PEI est grande et plus la distance qui la sépare de son pouvoir métropolitain est grande, plus son niveau de souveraineté est élevé. Ces résultats sont conformes à ceux d'un modèle où les forces centrifuges dominent, où le niveau de souveraineté peut être expliqué, en partie au moins, par les coûts de production et de fourniture des services publics, pour le pouvoir métropolitain et la PEI, et par l'hétérogénéité des préférences entre les deux. La spécificité des territoires dont la France est le pouvoir métropolitain qui montrent, en moyenne, un niveau de souveraineté significativement plus faible que les autres, en sort renforcée.
