Longitudinal analysis of a chaotic market: The case of socio-cultural training in Toulouse between 2019 and 2024

Abstract

In 2019, Toulouse's training providers for socio-cultural animators were operating in a chaotic market. Indeed, interactions between organizations revealed high levels of tension and competition. The merger of regional authorities, calls for tender to organize training courses and the arrival of new players on the market upset the already shaky balance of the local market. Five years on, where does this chaotic market stand? Has the invisible hand regulated it? Has the state played its part in organizing training? Is it still as chaotic as ever? This article looks at the case of Toulouse from three angles: 1) the forces at work in the market, 2) the composition of the players and 3) their strategies.
