Abstract

Lieux bien connus et fréquentés par la population, les piscines publiques françaises sont le théâtre, chaque année, de plusieurs noyades mortelles. Des dysfonctionnements sont repérés au niveau de la surveillance de la baignade par les juges, mais également au niveau organisationnel. Ils mettent en lumière des paradoxes autour de ces lieux de baignade. Cette contribution, s'appuyant sur une réutilisation de données qualitatives s'étalant sur dix-huit années de recherche, propose une approche par l'hypocrisie organisationnelle. Plusieurs formes d'hypocrisie déployées par les acteurs de la surveillance sont effectivement mises en exergue et contribuent au maintien, au renforcement voire au développement de paradoxes publics en la matière. Cette recherche longitudinale explique ainsi l'inertie du système de surveillance des piscines publiques françaises.
