Abstract

Le budget 2025 ajoute une pression importante sur les collectivités territoriales, relevée dans le rapport 2024 de la Cour des Comptes. La Nouvelle Gestion Publique exige de ces administrations adaptabilité, efficience et performance (Emery & Giauque, 2005). Le bien-être au travail des agents devient prégnant de par les coûts humains de cette modernisation (Rivière et al., 2019). Pourquoi les agents ne se démobilisent pas et continuent de fournir le service public attendu ? La résilience organisationnelle est alors évoquée comme solution potentielle.
