Abstract

Les populations locales – organisations de la société civile, mais aussi personnes physiques résidant sur un territoire – sont de nouveaux acteurs du développement local, au côté des élus locaux. Le droit international propose des outils qui permettent à ces acteurs de déterminer des politiques de développement local. Ce sont, notamment, des méthodes d'évaluation de l'impact de ces politiques, mais aussi des accords formels avec les OSC ou même des mécanismes de reporting qui permettent la détermination de ces politiques. Parallèlement, les mécanismes de plainte, les comités de suivi (dispute board) et les mécanismes en faveur du respect du consentement libre préalable et éclairé sont autant de dispositifs destinés à assurer l'application des arrangements prévus. Cet ensemble de méthodes, utilisé à l'international, permet d'interroger, et, peut-être, d'enrichir la réflexion du management public sur le développement local en France.
