Abstract

Promouvoir la création d'entreprises fait consensus. Inciter des individus, notamment s'ils sont privés d'emploi, à vouloir « se mettre à leur compte » est non seulement une orientation constante dans le domaine des politiques publiques depuis quinze ans, mais aussi une « évidence » unanimement reconnue, dont personne ne met en doute la pertinence économique. Pourtant, loin d'avoir généré de la richesse économique, la promotion de la création d'entreprises de plus en plus petites a bien plutôt suscité le développement d'une forme de précarité sociale.
