L'Etat moralisateur

Abstract

Moraliser constituerait-il le nouveau credo des responsables politiques ? Qu'ils prétendent humaniser le monde de la finance ou décrètent un « choc de moralisation » de la vie publique, ils professent aujourd'hui volontiers la vertu. L'idée du bien et du mal constitue du reste le ressort de nombreuses politiques de prévention qui cherchent à favoriser les bonnes habitudes alimentaires, les bons gestes, les bonnes pratiques… et stigmatisent les conduites à risques. Certes, la morale a pu de tout temps inspirer l'action publique, mais le phénomène a pris un relief significatif ces dernières années, au point qu'émerge une figure d'État moralisateur. Qu'elle se manifeste ouvertement ou de manière plus souterraine, cette moralisation emprunte des vecteurs variés, allant de la contrainte juridique directe à des formes de normativité plus douces, reposant sur l'intériorisation individuelle des valeurs promues : recommandations, codes de bonne conduite, chartes d'éthique… Ce phénomène conduit inévitablement à s'interroger sur les raisons qui portent l'État à jouer ce rôle de « donneur de leçons ».
