La construction du sens au sein d’un dispositif de gestion des risques volcaniques : le cas d’Arequipa au Pérou

Abstract

L'événement extrême est risqué, incertain et provoque une rupture dans le contexte organisationnel voire un « épisode cosmologique ». Nous identifions la construction du sens comme clef d'entrée pour penser la cognition car elle a une incidence sur la communication, la coordination et le contrôle d'un dispositif de gestion. Or, il existe de multiples de multiples régimes d'interprétation du risque et de la catastrophe, c'est-à-dire différentes cosmologies. Nous proposons de mettre en évidence ces différentes cosmologies dans l'objectif de développer une résilience sociale insuffisamment traitée dans le champ de la résilience ingénierique. A partir d'une enquête en théorie ancrée dans une démarche abductive, nous mettons en évidence différentes façons de vivre avec les événements extrêmes, et notamment un écart important existe entre le vécu du volcan intangible et le vécu des pluies torrentielles et des séismes. Ce premier résultat implique la présence de différents régimes épistémiques pour donner un sens à l'événement extrême, et autant de « cosmologies » en rapport au volcan à investir et à préciser pour le développement de stratégies de préparation ultérieures.
