Abstract

Cet article présente une étude de cas, menée dans une collectivité qui exploite en régie son service de collecte. Elle a permis d'analyser l'ensemble des pratiques et des indicateurs de gestion des ressources humaines, situées dans le contexte du fonctionnement de la collectivité et contribuant à la gestion de la santé et de la sécurité des agents en charge de la collecte des déchets. Ce service de collecte présente l'intérêt d'avoir engagé une démarche de gestion de l'employabilité et des parcours des salariés, à la suite d'un accident mortel survenu en 2008. Les similarités du fonctionnement de cette organisation avec celui d'entreprises privées sont telles que les conclusions de l'étude peuvent être étendues aux entreprises du régime général.
