HISTOIRE ET CRÉATION D'UNE RÉGION « SOUS DÉVELOPPÉE ». Le Nord ivoirien

Abstract

Le Nord ivoirien, région de savane, n'a pas toujours été jugée sous-développée par rapport au Sud, région de foret. Avant 1939, son activité économique et ses infrastructures n'ont rien à envier au Sud. Puis, l'autorité coloniale de l'A.O.F., structure la Côte d'ivoire pour l'exportation de café et de cacao : elle transforme le Nord en réservoir de main-d'oeuvre pour les plantations forestières dont la mise en valeur recueille avec Abidjan la quasi-totalité des investissements publics. L'essoufflement de l'économie de plantation, la nécessité de diversifier les productions (le café, le cacao et le bois représentent plus de 80% des exportations), les inégalités économiques politiquement dangereuses, la situation internationale qui fait désormais de la Côte d'ivoire (grâce à ses ressources du Sud) un client privilégié des entreprises de travaux publics et de réalisateurs d'usines clés en main, concourent en 1974 à désigner le Nord ivoirien comme région "à développer" devant bénéficier à son tour des investissements et du renforcement du pouvoir d'État.
