Abstract

The mobility plan is a legal obligation in France for companies and organizations with more than 100 employees. It is defined as a set of measures aimed at optimizing individual travel to reduce greenhouse gas emissions. Its implementation, co-constructed with stakeholders, is based on various measures to change the modal choice of individuals. How to approach the implementation of a mobility plan at an organizational level? This paper proposes to approach the issue of individual mobility from two complementary theoretical frameworks: the determinants of modal choice and theories of behavior change. On the one hand, in line with planned behavior, the main explanatory factors of mobility (environmental, socio-economic and situational) combined with the examination of "Travel Demand Management" measures form an attitude towards soft mobility. On the other hand, the analysis focuses on the dynamics of behavioral change explained by the Bamberg model (2013). The implementation of the mobility plan at La Rochelle University is explained by these different theoretical contributions. The different steps to implement the mobility plan, as well as the type of treatment expected are detailed, revealing a theoretical and practical exercise that can be generalized to other situations.
