Abstract

Loin d'être un facteur de risque, l'inattendu peut être une ressource dès lors qu'il contribue à la résilience de l'organisation. L'inattendu est un accroissement brutal de la complexité de l'environnement qui requiert un accroissement de la complexité interne de l'organisation, qui s'acquiert par des processus d'apprentissage qui ont été modélisés par les recherches sur les organisations à haute fiabilité (HRO). Ces principes, développés dans les organisations à haut risque, s'appliquent à toutes les organisations publiques qui aspirent à la fiabilité.
