Abstract

L'émergence et la construction d'un pôle de compétitivité sont ici envisagées à travers la Théorie de la régulation sociale de J.-D. Reynaud. L'article pose directement la question de l'émergence du pôle comme expression de la problématique contrôle-autonomie fondatrice de la lecture régulationniste retenue. Dans ce cadre, se pose ensuite la question de l'émergence même des projets qui naissent de la sélection de situations problématiques par les acteurs des pôles. La dynamique projet d'ensemble / projets partiels par laquelle le pôle se construit conduit alors à mesurer l'importance du rôle de la structure de pilotage.
