The Making of a European Diplomatic Approach: Vietnam as a Pivotal Relationship

Abstract

The relationship between the European Community and Việt Nam is best understood through a multi-scalar lens. Disentangling the persistent yet never entirely severed ties between Brussels and Hà Nội reveals three concentric arenas of European action: the inter-state, Community, and international levels. In the shifting geopolitical context of Southeast Asia (1970s–1990s), Việt Nam leveraged those arenas—mobilising both Community institutions and sympathetic member states—to restart dormant cooperation channels. At the heart of this strategy stood the Franco-Vietnamese connection: France's pivotal role within the Community, its autonomous diplomatic ambitions, and the prominence of Việt Nam's embassy in Paris afforded Hà Nội crucial leverage. These entry points shaped Euro-Vietnamese relations during Việt Nam's Đổi Mới renewal and amplified its external repercussions. By first re-engaging through France, Hà Nội managed to circumvent international isolation and progressively operationalise an "omnidirectional" foreign policy.
