Abstract

A domestic carbon market should open in Vietnam on January 1st , 2028. This is what the Ministry of Natural Resources and the Environment (MONRE) wants, according to the draft application decree1 detailing articles 91, 92 and 139 of the new Environmental Protection Law2. This new Law gave MONRE three missions to reduce greenhouse gas emissions. The first is to establish a national greenhouse gases inventory system. The second is to establish a national monitoring, reporting and verification (MRV) system to control large emission sources. The third is to establish a carbon market, also called an emission trading system (ETS).
