Abstract

Après un confinement de près de 18 mois, le Brunéi est entré en récession en 2021 suite aux fluctuations du prix des hydrocarbures et à la forte baisse de la production des industries d'aval. Le déficit budgétaire a presque quadruplé en termes absolus sur 2020-21, atteignant 19,7% du PIB, un niveau désormais insoutenable. Le ralentissement économique a d'autant plus frappé la population que les difficultés de l'emploi avaient commencé bien avant le début de la pandémie. Le nombre de résidents temporaires (i.e., les travailleurs immigrés) a diminué de 8,6 % en moins de deux ans. À la morosité ambiante s'ajoutent les difficultés de la présidence de l'ASEAN, qui a placé le sultanat au coeur des turbulences induites par le coup d'État au Myanmar : les autorités brunéiennes n'ont pas hésité, avec leur discrétion habituelle, à accroître la pression diplomatique sur la junte birmane, à la fois directement et via les canaux de l'ASEAN.
