Abstract

Le secteur de la santé est depuis plusieurs décennies le théâtre de profondes mutations. La fusion des services et la transformation des administrations centrales et territoriales opérée dans le cadre de la révision générale des politiques publiques et de la loi HPST (Hôpital, patients, santé et territoires) a accru la dynamique de « modernisation » du pilotage régional de la santé (Bézes, 2010). L'objectif de l'insertion dans l'administration publique d'une culture managériale est affiché (Dreyfus, 2010)...
