Abstract

Le maire a pour mission de (bien) gérer la commune sous contraintes budgétaires (de plus en plus fortes), tout en garantissant la qualité du service public. Les maires peuvent prendre différentes postures entre action et immobilisme, avec la réélection en ligne de mire. Afin de développer leur territoire, le maire et son action pourraient alors être étudiés sous l'angle de l'entrepreneuriat quant à sa capacité à entreprendre, à organiser ou encore à manager (Lopez, 2018), articulé avec des questions relatives à la Responsabilité Sociale des organisations et à la gestion des parties prenantes. Dans cet article, un modèle des capacités du maire fondé sur le triptyque organisation-management-entrepreneuriat est proposé. Nous discutons de l'application auprès de maires interrogés et un modèle de gestion publique entrepreneuriale du maire est proposé.
