Abstract

Dans un contexte de recherche de réduction des dépenses publiques et de débat récurrent sur son budget, l'État est sommé d'accroître son efficience. Pour accompagner cet effort, le recours aux instruments de gestion, perçus comme éprouvés car utilisés par les entreprises, constitue une réponse possible à cette injonction. Au premier rang des outils utilisés par le secteur privé, la comptabilité financière s'est ainsi immiscée dans la gestion publique. Et pourtant, en dépit de son irruption dans le management public et du discours tenu sur son efficacité, les limites et les inconvénients de cette acculturation ne doivent pas être oubliés. Pour les comprendre, et tenter de les surmonter, il paraît nécessaire de ne pas se limiter à voir dans la comptabilité un outil, mais aussi, et peut être surtout, de s'appuyer sur la recherche comptable pour penser son articulation avec les spécificités de l'action publique.
