La lutte contre la procyclicité des systèmes financiers

Abstract

Différentes théories tentent d'expliquer le fonctionnement procyclique de l'intermédiation bancaire. Celle du canal du capital bancaire notamment lie cette procyclicité à la réglementation prudentielle dite de Bâle imposant des fonds propres minimum aux établissements bancaires en regard de leurs encours de crédit. Ce qui a conduit le Comité de Bâle dans sa dernière réforme à proposer cette fois des mesures contracycliques, dont la mise en œuvre semble cependant complexe.
