La légitimité managériale : le cas des directeurs généraux des services

Abstract

La recherche en gestion consacrée aux dirigeants se focalise principalement sur les entreprises privées. Or, la fragilité de la fonction de dirigeant des collectivités territoriales françaises, conduit à s'interroger sur les stratégies de construction de leur légitimité permettant d'agir efficacement auprès des élus et de l'administration. Après avoir présenté le contexte de ces dirigeants, cet article mobilise la théorie de la légitimité afin d'identifier les leviers de construction de celle-ci. Dans la mesure où les travaux traitant de la légitimité étudient la légitimité organisationnelle et en infèrent une légitimité individuelle des dirigeants sans explorer réellement ce processus, cette question mérite un approfondissement ; celui-ci a été possible par une étude empirique auprès de 25 directeurs généraux des services de collectivités territoriales et de 23 partenaires de leur activité. Les résultats montrent la mobilisation partielle de certains leviers identifiés dans la littérature sur le sujet. Ils permettent également d'identifier une voie de légitimation spécifique au contexte étudié, qui procure une légitimité au dirigeant territorial par l'entremise du chef de l'exécutif politique.
