The case for carbon leakage and border adjustments: where do economists stand?

Abstract

Alors que l'UE travaille à la mise en œuvre du premier Mécanisme d'Ajustement Carbone aux Frontières (MACF) au monde, un écart subsiste entre la manière dont les fuites de carbone et les MACF sont discutés dans les sphères politiques et les éléments empiriques sur ces sujets. L'objectif de cet article est de combler cette lacune en présentant le contexte politique de l'UE, en passant systématiquement en revue la littérature économique sur les fuites de carbone et les MACF, et en discutant des futures pistes de recherche potentielles. Trois canaux de fuite sont identifiés dans notre revue de la littérature : le canal de la concurrence, le canal de l'énergie et le canal de l'innovation. La principale conclusion de cet article est que si le canal de la concurrence est bien compris et pris en compte par les décideurs politiques, les canaux de l'énergie et de l'innovation ne sont généralement pas pris en compte. Des recommandations de politique économique sont suggérées pour mieux prendre en compte ces deux derniers canaux.
