L’échec momentané du Cadre financier pluriannuel : une tragicomédie annoncée ?

Abstract

Le Sommet européen de novembre 2012 n'est pas arrivé à un accord sur le cadre financier pluriannuel (CFP) 2014-2020. Les négociations apparaissent âpres et déterminées. En réalité, elles portent sur des sommes assez dérisoires en termes relatifs. C'est un peu l'arbre qui cache la forêt. Le CFP traduit surtout la main mise des Etats membres sur l'Union afin d'éviter tout risque de fédéralisme politique.
