Abstract

Dans une perspective néo-institutionnaliste centrée sur la transformation des normes de l'action collective et l'articulation entre externalités et entrepreneur institutionnel, cet article s'efforce de comprendre le rôle des tiers-lieux dans le processus de régénération territoriale. Il s'agit d'analyser le processus de transition d'une ville administrative à une ville productive. Nous menons une étude de cas sur la petite ville de Digne-les-Bains en France en déployant un processus méthodologique participatif et un dispositif d'évaluation conçus comme un levier encapacitant pour les acteurs du territoire. Nous montrons le rôle central des interactions et des coopérations sur un territoire, les effets des tiers-lieux résidant moins dans leurs outputs (leurs effets directs et quantifiables) que dans leurs externalités. Ces externalités sont autant de leviers des processus de transition.
