L'élargissement à l'Est et l'adoption de l'euro

Abstract

En intégrant l'Union Européenne (U.E.), les pays candidats à l'adhésion s'engagent à adopter l'euro. Une fois qu'ils feront partie de l'U.E., ils devront adhérer au nouveau Mécanisme de Change Européen (MCE II) : le maintien de leur taux de change dans une bande de fluctuation de +/- 15% vis-à-vis de l'euro pendant au moins deux ans conditionnera leur passage à l'euro. Dans la phase actuelle de pré-adhésion des pays de la première vague, se pose alors la question du choix d'un régime de change fixe ou flexible. Une réflexion menée à partir de la théorie des zones monétaires optimales permet d'éclairer le débat.
