Abstract

La littérature passée en revue porte sur deux sujets importants qui ne sont pas souvent discutés de manière transversale : l'accaparement des terres et la réforme foncière. En reliant ces deux discussions, nous identifions les fondements théoriques et méthodologiques des concepts de réforme foncière et d'accaparement des terres. Nous synthétisons à partir de la littérature une grille de lecture opérationnelle pour caractériser l'allocation extra-économique des terres. Le processus par lequel les droits de propriété viennent à être séparés du pouvoir politique peut être appréhendé via le cadre analytique de la démarcation (entre propriété et souveraineté). A l'inverse de l'accaparement des terres, la réforme foncière peut aboutir à une plus grande démarcation. Nous illustrons cette relation en relisant au prisme de ce cadre d'analyse l'exemple de la ‘Révolution blanche' en Iran (1962).
