Abstract

On December 16, 2004, the Bureau international des expositions (B.I.E.) chose Spain and its candidate city, the metropolis of Zaragoza as the organizing country for the next international exhibition, "International Exhibition of Zaragoza Spain 2008: Water and Sustainable Development". We first analyze the "paths" of the candidacies for the election of the host city of the 2008 international exhibition, then in a second step we take up the whole procedure of the elaboration, justification and realization of the 2008 international exhibition in Zaragoza in the context of globalization generating new urban forms and modes of governance by pooling and coordinating all the financial, land, human and intellectual resources of a region. Nevertheless, there are still some risks to highlight regarding these megaprojects and sometimes governance to review. The 2008 international exhibition in Zaragoza led all the actors to recognize and regulate themselves both in their means of action and in their financial or land strategy: a particular governance was born in connection with the realization of a mega- event certainly serving for the future as a springboard for tourism and reconfiguration of its leisure offer to be followed and transposed for other similar projects resulting from the effects of globalization in Spain or Europe for medium-sized towns.
