Abstract

Comment le droit public se saisit-il du chiffre ? Le droit public est-il contraint par le(s) chiffre(s) ? Ces deux questions sont au coeur de cette réflexion collective. Bien qu'il n'existe aucune définition juridique du chiffre, ses usages en droit sont variables en tant qu'il constitue un instrument de mesure et un instrument de cadrage. Moyen de régulation et de contrainte de l'action publique, sa neutralité apparente est trompeuse dès lors qu'il ne peut être considéré comme simplement descriptif des réalités qu'il englobe. La somme des contributions de cet ouvrage permet ainsi de mieux comprendre la multiplicité des opérations de chiffrage du droit public et d'en révéler les enjeux au regard des mutations de l'action publique.
