L'assurance chômage universelle : lubie ou nécessité ?

Abstract

Née d'initiatives syndicales et locales au XIXe siècle, l'assurance chômage s'est imposée dans l'ensemble des pays industrialisés au cours du XXe siècle, en raison de son efficacité avérée pour les assurés, mais aussi parce qu'elle est de ce fait un puissant stabilisateur automatique de l'activité économique. Pourtant, l'assurance chômage est encore souvent contestée, dans ses modalités comme dans ses principes, d'autant plus aisément que les régimes d'assurance chômage demeurent singuliers : en effet, aucun ensemble de règles et de modalités ne s'est véritablement imposé dans le monde, tant du point de vue du consensus social, de la rationalité économique, que des modalités de financement ou des règles d'indemnisation.
