Abstract

Les bus de la SNCF sont passés sous contrôle de Blablabus.Doctolib a géré les vaccinations pour les vaccinodrome. Moovia, filiale de Vinci, concentre l'essentiel des systèmes de verbalisation automatique du stationnement ilégal. A une autre échelle, Google a supplanté les bibliothèques et les services de géographie nationaux, Facebook propose une alternative à la carte d'identité avec FacebookConnect ou à la monnaie avec Libra. Uber et AirBn'B bousculent des secteurs traditionnellement régulés de l'économie, les taxis et le logement. Waze met en cause la hiérarchie d'utilisation des voiries en envoyant en masse des automobiles dans des rues conçues pour un trafic résidentiel limité. Derrière ces multiples interférences de nouvelles figure de privatisation associées à l'économie numérique se profilent. L'ouvrage analyse des exemples concrets de cette privatisation et décrit la manière dont cela déstabilise l'intervention publique. Il analyse ensuite les tentatives de réponse institutionnelles autour des slogans de la ville intelligente, de l'Etat plateforme, des startup d'Etat de l'Open data. Enfin il décrit des proposition à la jonction entre les citoyens et les administrations : le développement du logiciel libre par des fonctionnaires militants et les partenariats public commun autour d'OpenStreetMap
