Boundary work to structure disability policies: the case of France

Abstract

We draw on a longitudinal analysis of contests about the employment of persons with disabilities and strategic actions of the Agefiph in the french disability field to understand the role of boundary work in the transformation of organisation fields. We explore the work of Agefiph and the other actors in the disability field to maintain, to shield, to change and to lever the boundaries within and between organisational fields that are considered legitimate. Based on qualitative primary and secondary material, we find that the boundary work of incumbents and challengers modulates institutional dynamics at different levels and differently over time. The findings reveal also how the politics of boundary work facilitate a "fall back" to the core mission of an organisation when the latter is under scrutiny; how the symbolic and social boundary work have created a demarcation between the question of disability at work and health at work.
