Abstract

Le projet de la « Métropole-jardin » dans la vallée de la Loire Moyenne a été élaboré à partir de 1968 dans le schéma élargi de l'aménagement des zones d'appui du Bassin Parisien. Impulsé par l'État, puis délégué à la nouvelle institution régionale dans le cadre de la décentralisation, ce projet innovant introduit les concepts de réseau métropolitain et de coupures vertes. Adopté en 1975, il n'est cependant pas suivi de réalisation effective. Les logiques de concurrence territoriale priment sur la volonté de coopération, d'autant que la croissance industrielle et démographique que le schéma régional devait encadrer s'évapore progressivement après 1975. Chemin faisant, la volonté affichée de maîtriser l'étalement urbain perd de sa force. La non-réalisation du projet de Métropole-jardin illustre le principe selon lequel la planification suit les besoins de l'économie et non l'inverse.
