Abstract

Comment concevoir des territoires politiques dans les sociétés d'aujour-d'hui? Au-delà de la critique de la réforme récemment votée, il n'est pas inutile de redéfinir le local et le régional dans un cadre plus général comprenant l'espace comme environnement, les spatialités comme action des habitants, et dont le politique devrait devenir un complément bénéfique, pour contribuer à son développement et y promouvoir la justice – ce qui suppose une réflexion sur la composante spatiale de la justice. Cette contribution du politique suppose de solder l'héritage, souvent négatif, des relations entre l'État géopolitique et les échelons sur lesquels il a prise. Il convient ensuite de définir une architecture géographique, une articulation des compétences et un dispositif de circulation de l'argent public qui facilitent l'autonomie et la complémentarité des différents échelons. Le texte propose enfin une démarche alternative à celle suivie jusqu'à présent pour définir les échelons locaux et régionaux.
