Abstract

Dans ce livre, je fais un point sur la présence des Belges au Congo dès 1885 et sur la gouvernance de l'ancienne colonie qu'ils ont laissée en 1960 jusqu'en 1997, année du départ de Monsieur Mobutu du pouvoir. En partant du secteur d'exploitation des ressources naturelles en général et forestières en particulier, je voudrais plus montrer que l'exploitation forestière a été à l'origine de la mise en valeur du Congo en dépit de nombreuses violations des droits des populations forestières. Dans ce contexte, la fiscalité forestière a été le premier moyen qui a été utilisé par les Belges d'abord Léopold II puis l'État belge pour obtenir des recettes publiques au Congo.
