Abstract

La PAC de 1962 était basée sur des prix institutionnels garantis aux producteurs. Son instrumentation a fortement évolué en instaurant le découplage progressif dans les années 1990 et 2000, puis faisant évoluer les soutiens dans le sens de la convergence et du verdissement. Il en résulte une très grande dépendance des revenus agricoles français aux aides directes de la PAC. Ceci limite la possibilité de redistribuer ce soutien dans le cadre de la déclinaison française de la réforme post-2022, dans un contexte pourtant marqué par des attentes sociétales fortes, notamment en matière de transition agroécologique.
