Les partenariats public-privé hybrides: méthodes d’évaluation

Abstract

Ce chapitre offre deux spécificités par rapport aux chapitres précédents: le premier est qu'il porte essentiellement sur les PPP dans le domaine des infrastructures de transport; le second est qu'il traite plus particulièrement des PPP dits « hybrides », c'est-à-dire ceux qui bénéficient d'un financement communautaire ou en provenance d'organisations internationales. Ces PPP hybrides sont utilisés notamment dans les pays d'Europe centrale. Cette contribution permet donc ainsi de comparer les méthodes d'évaluation exposées aux chapitres précédents et celles promues au niveau communautaire et par les organisations internationales.
