Une crise générale des dettes souveraines ou des crises nationales ?

Abstract

Conséquence de la récession, la crise des dettes souveraines est commune à l'ensemble des pays développés. Son ampleur varie toutefois d'un pays à l'autre, selon la situation budgétaire antérieure. Surtout, les marges de manoeuvre diffèrent en fonction des contextes nationaux : ainsi, le Japon et les Etats-Unis sont moins touchés par la crise que les pays de la zone euro, malgré des finances publiques encore plus dégradées. Cela s'explique, selon Céline Antonin, par le fait qu'ils disposent d'instruments plus efficaces pour redresser la situation : ils peuvent s'appuyer sur des politiques budgétaires et monétaires expansionnistes et coordonnées, alors que les institutions de l'Union économique et monétaire condamnent la zone euro à l'austérité.
